Windows photo viewer Showing Error "Windows Photo Viewer can't display this picture because there might not be enough memory available on your computer. Close some programs that you aren't using or free some hard disk space (if it's almost full) and then try again"

 This Problem occur from Color management or from side of Display driver.

Press win+r and use colorcpl.exe command, press enter color management windows will open

Select ICC profiles and remove it

This will said “This color profile is the default profile for this device. Are you sure you want to disassociate it from the device?” message, click on continue .Now go to advance

In device profile dropdown list select Agfa: Swop Standard 

It is last step and press ok

Problem resolved
